NEW YORK STATE ASSEMBLY MEMORANDUM IN SUPPORT OF LEGISLATION submitted in accordance with Assembly Rule III, Sec 1(f)

BILL NUMBER: A1376
SPONSOR: Colton

TITLE OF BILL:
An act to amend the vehicle and traffic law, in relation to vehicle
inspection renewal notification

PURPOSE OR GENERAL IDEA OF BILL:
This bill would amend section 304 of vehicle and traffic law by adding a
new subdivision where the Department of Motor Vehicles shall notify
individuals via postal mail that their vehicle inspection is subject to
expiration before such expiration.

SUMMARY OF SPECIFIC PROVISIONS:
Section (1) Section 304 of the vehicle and traffic law is amended by
adding a new subdivision (d) to read as follows:
(d) The department of motor vehicles shall notify individuals via postal
mail that their vehicle inspection is subject to expiration before such
expiration. Every owner of a motor vehicle which shall be operated or
driven upon the public highways of this state, except as otherwise
expressly provided, shall be contacted by mail or otherwise.
Section (2) This act shall take effect on the first of January next
succeeding the, date on which it shall have become a law

JUSTIFICATION:
This bill seeks to promote public safety by reminding a driver that
their New York State Vehicle Inspection is close to expiration.
Currently there is not a means to notify of impending inspection expira-
tion; therefore, it is common that many people miss their inspection
renewal date. A reminder would dive a warning notice to the motorist
that it is time to take their vehicle in for the required yearly
inspection. This would reduce the number of uninspected vehicles with
possible malfunctioning equipment on public streets.

PRIOR LEGISLATIVE HISTORY:
2014: A.9100/Transportation

FISCAL IMPLICATIONS:
None

EFFECTIVE DATE:
This act shall take effect on the first of January next succeeding the
date on which it shall have become a law.
