NEW YORK STATE ASSEMBLY MEMORANDUM IN SUPPORT OF LEGISLATION submitted in accordance with Assembly Rule III, Sec 1(f)

BILL NUMBER: A1851
SPONSOR: Jean-Pierre

TITLE OF BILL:
An act to amend the public service law, in relation to severe weather
emergency response plans

PURPOSE:
The purpose of this bill is to provide public utility authorities with a
directive to create a severe weather emergency response plan. This bill
also stipulates that these entities shall participate in a biannual
disaster drill with the county that they operate in.

SUMMARY OF PROVISIONS:
Section 1 amends the public service law by adding a new section that
directs public utility authorities, utility corporations, telecommuni-
cation carriers, and internet broadband providers to create severe
weather emergency response plans and to participate in biannual disaster
drills with the county that they operate in.
Section 2 is the enacting clause.

JUSTIFICATION:
Emergency Preparedness is something that is necessary for every locality
to invest energy into, but only so much can be done without proper
training and communication amongst departments and entities. This bill
provides that public utility authorities not only participate in disas-
ter drills, but also create their own specific severe weather emergency
response plans. This will ensure that every entity involved in solving
and mitigating the impacts of a disaster is fully prepared and ready to
engage in active communication to fix the situation. By mandating that
each department has its own emergency preparednesS plan, the emergency
response plans can be efficient and effective in helping end the disas-
ter.

FISCAL IMPLICATIONS:
To be determined.

EFFECTIVE DATE:
This act shall take effect on the sixtieth day it shall have become a
law.
