TITLE OF BILL:
An act to amend the environmental conservation law, in relation to
prohibiting the lease of state forests, reforestation areas, wildlife
management areas and unique areas for gas production
 
PURPOSE OR GENERAL IDEA OF BILL:
The purpose of this bill to protect certain lands from oil and gas
production leasing.
 
SUMMARY OF PROVISIONS:
This bill would prohibit the exploration, development and production of
gas on state-owned state forests, reforestation areas, wildlife manage-
ment areas, and unique areas.
 
JUSTIFICATION:
Currently the exploration, development and production of gas in state-
owned lands is prohibited in state parks and the lands under the waters
of Lake Ontario or along its shorelines. This bill would add state
forests, wildlife management areas and unique areas to the publicly
owned lands where the exploration, development and production of gas is
prohibited.

AN ACT to amend the environmental conservation law, in relation to
prohibiting the lease of state forests, reforestation areas, wildlife
management areas and unique areas for gas production
The People of the State of New York, represented in Senate and Assem-bly, do enact as follows:
1 Section 1. Paragraph a of subdivision 1 of section 23-1101 of the
2 environmental conservation law, as amended by chapter 29 of the laws of
3 2019, is amended to read as follows:
4 a. The exploration, development and production of gas in state-owned
5 lands, except state park lands, state forests, reforestation areas,
6 wildlife management areas, unique areas, the marine and coastal district
7 as defined in section 13-0103 of this chapter, and the lands under the
8 waters of Lake Ontario or along its shoreline; and
9 § 2. This act shall take effect immediately.
