  TITLE OF BILL: An act to amend the vehicle and traffic law, in relation to agricultural trailers being covered under the towing vehicles liability insurance   PURPOSE: To permit insurance coverage for trailers used for agricultural purposes under the towing vehicles liability insurance.   SUMMARY OF PROVISIONS: Section 1 amends the Vehicle and Traffic law at section 345 by adding a new paragraph, providing the motor vehicle liability policy shall cover any agricultural trailer, as defined in schedule E of subdivision 7 of section 401, being moved by a motor vehicle covered under such policy. Section 2 provides an effective date.   JUSTIFICATION: As defined in the Vehicle and Traffic law, an agricultural trailer is a trailer, other than a coach or house trailer or semitrailer, owned by a person who is engaged in agricultural production. The Department of Motor Vehicle considers an agricultural trailer to be commercial; a trailer is commercial if used for activities resulting in direct or indirect compensation, requiring insurance. This bill extends an individual's motor vehicle liability coverage to include agricultural trailers thereby eliminating the need for individ- uals to seek separate coverage for their agricultural trailers.   LEGISLATIVE HISTORY: 2021-22: A5217 referred to Transportation 2019-20: A3137 referred to Transportation 2017-18: A7590 referred to Transportation/S3331 referred to Transporta- tion   FISCAL IMPLICATIONS: None.   EFFECTIVE DATE: This act shall take on the ninetieth day after it shall have become a law; provided that the Commissioner of Motor Vehicles is authorized to promulgate any rules and regulations necessary to implement this act on or before its effective date.

        AN ACT to amend the vehicle and traffic law, in relation to agricultural
          trailers being covered under the towing vehicles liability insurance
 
          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:
 
     1    Section  1.  Subdivision (i) of section 345 of the vehicle and traffic
     2  law is amended by adding a new paragraph 4 to read as follows:
     3    (4) The policy shall cover any agricultural  trailer,  as  defined  in
     4  schedule  E  of  subdivision  seven  of section four hundred one of this
     5  chapter, being moved by a motor vehicle covered under such policy.
     6    § 2. This act shall take effect on the ninetieth day  after  it  shall
     7  have become a law. Effective immediately, the addition, amendment and/or
     8  repeal  of  any  rule  or regulation necessary for the implementation of
     9  this act on its effective date are authorized to be made  and  completed
