TITLE OF BILL:
An act to amend the highway law, in relation to designating a portion of
the state highway system as the "Zone Sergeant James G. Sweeney Memorial
Bridge"
 
PURPOSE:
To honor New York State Trooper James G. Sweeney by designating a
portion of the state highway as the "Zone Sergeant James G. Sweeney
Memorial Bridge".
 
SUMMARY OF PROVISIONS:
Section 1: The highway law is amended by adding a new section 344-,o, in
which portion of the state highway system to be designated as the "Zone
Sergeant James G. Sweeney Memorial Bridge". All that portion of the
state highway system constituting the bridge on Lime Kiln Road, crossing
interstate route eighty-four in the town of East Fishkill, county of
Dutchess, shall be designated and known as the "Zone Sergeant James G.
Sweeney Memorial Bridge".
Section 2: Provides for the installation and maintenance of signage to
be undertaken by the New York State Department of Transportation.
Section 3: States the effective date.

JUSTIFICATION:
James Sweeney joined the New York State Police after serving in the
NYPD. In his nearly three decades of service with the State Police,
Trooper Sweeney served Dutchess and Putnam counties, ultimately attain-
ing the rank of Zone Sergeant. Outside of his service to the local
community as a State Trooper, he was a member of the Ancient Order of
Hibernians, the Fraternal Order of Police, the International Police
Association and the Knights of Columbus.
Zone Sergeant Sweeney was also proud of his work successfully advocating
for the State Legislature and then-Governor Pataki to rename two over-
passes in honor of two fallen colleagues, and was also a strong advocate
for the creation of a State Highway Memorial Task Force.
After a hard fought battle with cancer associated with his assignment to
Ground Zero in 2001, Zone Sergeant Sweeney sadly passed away in 2021.
This legislation would be a fitting commemoration of the service he
provided to his community and his fellow State Troopers.

AN ACT to amend the highway law, in relation to designating a portion of
the state highway system as the "Zone Sergeant James G. Sweeney Memo-
rial Bridge"
The People of the State of New York, represented in Senate and Assem-bly, do enact as follows:
1 Section 1. The highway law is amended by adding a new section 344-o to
2 read as follows:
3 § 344-o. Portion of the state highway system to be designated as the
4 "Zone Sergeant James G. Sweeney Memorial Bridge". All that portion of
5 the state highway system constituting the bridge on Lime Kiln Road,
6 crossing interstate route eighty-four in the town of East Fishkill,
7 county of Dutchess, shall be designated and known as the "Zone Sergeant
8 James G. Sweeney Memorial Bridge".
9 § 2. The commissioner of transportation shall provide for the instal-
10 lation and maintenance of adequate signing of the state highway system
11 as designated pursuant to section one of this act. However, to avoid
12 confusion and to limit any possible disruption of commerce, the desig-
13 nation called for pursuant to section one of this act shall be one of
14 ceremonial nature and the official name of such bridge shall not be
15 changed as a result of this act.
16 § 3. This act shall take effect immediately.
