TITLE OF BILL:
An act to amend the transportation law, in relation to a New York state
route 878, Nassau Expressway study; and providing for the repeal of such
provisions upon expiration thereof
 
PURPOSE OR GENERAL IDEA OF BILL:
Creates a New York state route 878, Nassau Expressway study.
 
SUMMARY OF PROVISIONS:
Section 1. The transportation law is amended by adding a new section 23
to read as follows:
§ 23. New York state route 878, Nassau Expressway study. 1. The depart-
ment, in consultation with the department of motor vehicles, the New
York city department of transportation, the governor's traffic safe-Ty
committee, local police agencies, the local senate and assembly repre-
sentatives, local transportation entities in Nassau and Queens counties,
local government stakeholders, and any other agency or group the depart-
ment deems necessary to enlist the aid of, shall conduct a study to
evaluate the costs of completing the construction of state route 878 in
Nassau and Queens counties. Such stud shall include, but not be limited
to, study and evaluation of the original plans from circa nineteen
hundred forty and studies of New York city arterial coordinator Robert
Moses, the nineteen hundred fifty-nine department of transportation
Nassau County Master Plan, the two thousand twelve department of trans-
portation scoping report of the Southeast Queens Transportation Study,
design and safety of the configuration and signage of entrance and exit
ramps; the estimated total cost of the project; the estimated duration
of the project; the impact construction will have on local traffic
patterns; and federal funding available for highway safety improvement
projects. The department is authorized to conduct a ny hearings it deems
necessary to accomplish the purposes of this section.
2. The commissioner shall issue a report to the governor, the members Of
the assembly and senate representing districts in Nassau and Queens
counties, the Nassau county executive, the Queens borough president, and
the Nassau county legislature with detailed recommendations and findings
within one year of the effective date of this section.
 
JUSTIFICATION:
A study to evaluate the costs of completing the construction of state
route 878 in Nassau and Queens-counties. The study will include, but not
limited to the original plans from circa nineteen forties, 1950s and the
2012 DOT scoping report.

This act shall take effect immediately and shall expire and be deemed

The People of the State of New York, represented in Senate and Assem-bly, do enact as follows:
