TITLE OF BILL:
An act to amend the county law, in relation to the next generation 911
system, an emergency services internet protocol network
 
PURPOSE OR GENERAL IDEA OF BILL:
The purpose of this bill is to codify into law the requirements for Nex
Generation 911 for New York State.
 
SUMMARY OF PROVISIONS:
Section 1. amends sections 325-a of the county law to provide a defi-
nition for Next Generation 911 which will create a statewide Emergency
Services Internet Protocol Network (ESINet) which is a network capable
of connecting calls, texts and other forms of media from the public to
9-1-1 Public Safety Answering Points (PSAPs). The state will offer a
statewide ESINet available for connection to local PSAPs.
Section 2. is the enacting clause
 
JUSTIFICATION:
The emergency response system is a critical component of public safety,
and it is essential that it keeps pace with advancements in technology.
That is why this bill aims to codify the requirements for Next Gener-
ation 911 in New York State.
The implementation of Next Generation 911 (NG911) will significantly
improve public safety in New York State. Here are a few key ways in
which NG911 will enhance public safety:
Faster response times: NG911 allows for real-time information to be
transmitted directly to emergency responders, reducing response time and
improving outcomes. This can make a critical difference in emergency
situations where seconds count.
Improved communication: NG911 allows for more effective communication
between the public and emergency responders. With the ability to receive
texts, photos, and videos, emergency responders can quickly and accu-
rately assess the situation and respond appropriately.
Increased accessibility: With NG911, individuals who are hearing or
speech impaired will be able to communicate with emergency services
through the use of texting. This will ensure that all individuals have
access to emergency services, regardless of their ability to make a
traditional voice call.
Enhanced location accuracy: NG911 provides enhanced location accuracy
through the use of GPS and other location technologies. This will enable
emergency responders to arrive at the correct location more quickly,
saving valuable time and improving outcomes.
More efficient use of resources: NG911 allows for more effective coordi-
nation between multiple emergency responders and agencies. This will
result in a more efficient use of resources and a more effective
response:teigencies.
In conclusion, the implementation of NG911 will result in a more effi-
cient, effective, and accessible emergency response system. This will
ultimately improve public safety and help to save lives in New York
State.
 
FISCAL IMPLICATIONS:
This legislation shall be funded through dedicated 911 surcharge which
is already in law.
 
EFFECTIVE DATE:
This act shall take effect immediately.

AN ACT to amend the county law, in relation to the next generation 911
system, an emergency services internet protocol network
The People of the State of New York, represented in Senate and Assem-bly, do enact as follows:
1 Section 1. The county law is amended by adding a new section 325-a to
2 read as follows:
3 § 325-a. Next generation 911 system, an emergency services internet
4 protocol network. 1. For the purposes of this section, the term:
5 (a) "next generation 911 system, an emergency services internet proto-
6 col network (ESINet)" means a new base technology enabling the public or
7 subscriber of a communication service to reach an appropriate public
8 safety answering points (PSAP) by sending the digits 911 via dialing,
9 text, or short message service (SMS), or any other technological means.
10 (b) "next generation 911 system provider" means an entity that
11 provides next generation or IP-enabled 911 system to a PSAP.
12 2. Subject to appropriations, the state shall offer a statewide ESINet
13 available for connection to local PSAPs.
14 § 2. This act shall take effect immediately.
