  TITLE OF BILL: An act to amend chapter 3 of the laws of 2020 relating to establishing the stretch limousine passenger safety task force, in relation to authorizing an additional report and recommendations and in relation to extending the effectiveness thereof   PURPOSE OR GENERAL IDEA OF BILL: To allow an additional report and recommendations from the stretch limousine passenger safety task force, and extends time to allow the task force to review new information such as the Inspector General report.   SUMMARY OF PROVISIONS: Subdivision 8 of section 1 and section 2 of chapter 3 of the laws of 2020, relating to establishing the stretch limousine passenger safety task force, is amended to allow the stretch limousine task force to reconvene and issue an additional report and recommendations on or before December 1, 2024.   JUSTIFICATION: Chapter 3 of 2020 created the Stretch Limousine Passenger Safety Task Force, which is charged with conducting a comprehensive review of matters influencing the safety, adequacy, efficiency and reliability of stretch limousine transportation. The task force was required to issue a final report by October of 2022. Some members of the task force public- ly states that the report and recommendations should not have been issued until after a report by the Inspector General was issued. This amendment will allow the members of the task force to reconvene, review new information, and issue a new report and recommendations by a new deadline of December 1, 2024.   PRIOR LEGISLATIVE HISTORY: None.   FISCAL IMPLICATIONS FOR STATE AND LOCAL GOVERNMENTS: To be determined.   EFFECTIVE DATE: This act shall take effect on the thirtieth day after it shall have become a law.

        AN ACT to amend chapter 3 of the laws of 2020 relating  to  establishing
          the  stretch  limousine  passenger  safety  task force, in relation to
          authorizing an additional report and recommendations and  in  relation
          to extending the effectiveness thereof
 
          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:
 
     1    Section 1. Subdivision 8 of section 1 and section 2 of  chapter  3  of
     2  the laws of 2020, relating to establishing the stretch limousine passen-
     3  ger  safety  task  force, as amended by chapter 177 of the laws of 2022,
     4  are amended to read as follows:
     5    8. The task force shall, on or before October 1, 2022, issue a [final]
     6  report and recommendations to the governor, the temporary  president  of
     7  the  senate,  and  the  speaker  of the assembly.   The task force shall
     8  reconvene, and issue an additional report and further recommendations to
     9  the governor, the temporary president of the senate, and the speaker  of
    10  the assembly on or before December 1, 2024.
    11    §  2.  This  act shall take effect on the thirtieth day after it shall
    12  have become a law and shall expire and be deemed repealed [May] December
    13  31, [2023] 2024.
    14    § 2. This act shall take effect immediately and  shall  be  deemed  to
    15  have been in full force and effect on and after May 31, 2023.
