NEW YORK STATE ASSEMBLY
MEMORANDUM IN SUPPORT OF LEGISLATION
submitted in accordance with Assembly Rule III, Sec 1(f)

BILL NUMBER: A7298

SPONSOR: Rajkumar
TITLE OF BILL: An act to create the 3D printed housing task force   PURPOSE OR GENERAL IDEA OF BILL: This bill establishes a 3D Printed Housing Task Force to develop recom- mendations on policies that will promote the production of affordable. housing manufactured through 3D printing.   SUMMARY OF PROVISIONS: Section 1 creates 3D printed housing task force. Section 2 is the effective date.   DIFFERENCE BETWEEN ORIGINAL AND AMENDED VERSION (IF APPLICABLE): Click here to enter text.   JUSTIFICATION: To address the shortage of affordable housing in our Great State, in 2023 the Governor set a goal of constructing 800,000 new homes. The use of 3D printers to manufacture housing, wherein a home is primarily constructed by adding successive layers of building material, presents an extraordinary opportunity to reach or exceed this goal. By using an industrial-scale 3D printer, homes are produced' quickly, inexpensively, and in an environmentally-friendly manner. 3D printed homes, which are already legal in New York, are growing in popularity in the United States and around the world. There are now entire neighborhoods of 3D printed homes, as well as conceptual plans for 3D printed skyscrapers. Dubai has established a goal of 25% of its buildings being 3D printed by 2030. Indeed, it is highly probable that 3D printing will become the primary method of constructing buildings in the near future. The 3D Printed Housing Task Force will 'develop the policies needed to promote this efficient and cutting-edge method of construction, putting our Great State at the forefront of the future of housing production and setting us on a path to meet our affordable housing goals.   PRIOR LEGISLATIVE HISTORY: New bill.   FISCAL IMPLICATIONS FOR STATE AND LOCAL GOVERNMENTS: Minimal.   EFFECTIVE DATE: This act shall take effect immediately.
