  TITLE OF BILL: An act to require the department of environmental conservation to report on deer management techniques in urban and suburban areas   PURPOSE: To direct the department of environmental conservation to a conduct a study regarding deer management techniques in urban and suburban areas of the state, therefore helping solve issues related to deer overpopu- lation in municipalities.   SUMMARY OF PROVISIONS: Section one enumerates the issues the department shall research relating to deer overpopulation such as the spread of Lyme disease, vehicle collisions, and deforestation. A report shall be prepared recommending the best deer management techniques to mitigate these problems.   JUSTIFICATION: Overpopulation of wildlife animals in urban areas has become an increas- ing problem throughout the state. Traffic accidents, emptied gardens, and tick-borne illnesses have all resulted due to the increase in the deer population throughout Upstate New York. This report will help determine the best practices for managing deer populations.   LEGISLATIVE HISTORY: None.   FISCAL IMPLICATIONS: Potential increase in spending from the department of environmental conservation   LOCAL FISCAL IMPLICATIONS: None.   EFFECTIVE DATE: This act shall take effect immediately.
