BILL NUMBER: A1464B
SPONSOR: Jenne

TITLE OF BILL: An act to amend the public health law, in relation to
including certain facilities in the definition of originating site

PURPOSE:
These amendments would expand the definition of originating site to
allow primary care providers to use telehealth to connect with and
provide care to two critical populations - young children and seniors.

SUMMARY OF PROVISIONS:
Section 1 amends the public health law by adding any type of adult care
facility licensed under title two of article seven of the social
services law to the definition of "originating site."
Section 2 is the effective date.

JUSTIFICATION:
These amendments would expand the definition of originating site to
allow primary care providers to use telehealth to connect with and
provide care to seniors who cannot easily travel to the doctor's office.
Specifically, these amendments would support existing models, such as
the Health-e-Access (HeA) Telemedicine model, which is supported by the
Strong Pediatric Practice at the University of Rochester Medical Center,
as well as future models. The HeA model is an internet-based patient
care approach that connects the patient to his/her primary care medical
home (PCMH). This model was expanded in 2010 to extend HeA to older
adults in senior living communities.
