NEW YORK STATE ASSEMBLY MEMORANDUM IN SUPPORT OF LEGISLATION submitted in accordance with Assembly Rule III, Sec 1(f)

BILL NUMBER: A2381
SPONSOR: Gottfried (MS)

TITLE OF BILL: An act to amend the public health law, in relation to
authorizing the commissioner of health to make grants to be used for the
costs of conducting a local blood donation drive

PURPOSE OR GENERAL IDEA OF BILL:
Provides grants to encourage community blood drives.

SUMMARY OF SPECIFIC PROVISIONS:
Amends Public Health Law . 3100 to allow the Health Commissioner to make
grants, within amounts appropriated, to not-for-profit organizations and
elementary, secondary and postsecondary schools to help pay for the
costs of conducting a local blood donation drive.

JUSTIFICATION:
This bill would create a program of grants to help community groups and
schools run blood drives. When community organizations or schools
conduct blood drives, the blood bank generally pays for-the cost of the
blood collection itself. But the blood banks do not pay for promotional
activities such as mailings to an organization's members, or the cost of
the space if this cost exists.
