  TITLE OF BILL: An act to amend the general municipal law, in relation to requiring the establishment of electronics and hazardous waste recycling programs in towns within Nassau and Suffolk counties; and providing for the repeal of such provisions upon expiration thereof   PURPOSE: Requires the establishment of electronics and hazardous waste recycling Programs in towns within Nassau and Suffolk counties.   SUMMARY OF SPECIFIC PROVISIONS: Section 1: Section 1. The general municipal law is amended by adding a new section 120-dd. Section 2: Identifies effective date.   JUSTIFICATION: Many municipalities already host annual electronic and hazardous waste events. According to a 2013 report by the Consumer Electronics Associ- ation the average American household uses about. 28 electronic products such as personal computers, mobile phones, televisions and electronic readers. With an ever-increasing supply of new electronic gadgets, Amer- icans generated 2.7 million tons of consumer electronics goods in 2018. Improved life cycle management of electronics, through source reduction of materials used, increasing reuse, refurbishing, extending the life of products, and recycling of electronics, can reduce the total quantity of waste that needs to be managed domestically and globally. Consumers in New York State are required to recycle many electronic waste items, such as computers, computer peripherals, televisions, small scale servers, and small electronic equipment, etc., in an environmentally responsible manner. This pilot program will allow an opportunity to establish a year-round program and determine best practices. This bill would require every municipality within Nassau and Suffolk counties to establish an electronics and hazardous waste recycling program.   LEGISLATIVE HISTORY: 2021-22: A.10263   FISCAL IMPLICATIONS: None   EFFECTIVE DATE: This act shall take effect immediately and shall expire and be deemed repealed three years after it shall have become a law.

        AN  ACT to amend the general municipal law, in relation to requiring the
          establishment of electronics and hazardous waste recycling programs in
          towns within Nassau and Suffolk counties; and providing for the repeal
          of such provisions upon expiration thereof
 
          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:
 
     1    Section  1.  The  general  municipal  law  is  amended by adding a new
     2  section 120-dd to read as follows:
     3    § 120-dd. Electronics and hazardous waste recycling pilot programs. 1.
     4  Each municipality within Nassau and Suffolk counties shall adopt a local
     5  law or ordinance establishing an electronics and hazardous waste recycl-
     6  ing pilot program within such municipality  within  one  hundred  eighty
     7  days  of  the  effective date of this section. Such pilot programs shall
     8  run for no less than one year. Such pilot programs  shall  include,  but
     9  not be limited to:
    10    (a) The recycling of electronics and hazardous waste; and
    11    (b)  A  location  for  residents to drop off electronics and hazardous
    12  waste for recycling which is open to residents.
    13    2. Within two years of the effective date of this section, each  muni-
    14  cipality  which  established  a  pilot  program under this section shall
    15  submit a report to the governor, the temporary president of the  senate,
    16  the  speaker of the assembly, the minority leader of the senate, and the
    17  minority leader of the assembly which shall include, but not be  limited
    18  to,  the  effectiveness  of  the  pilot  program,  how much material was
    19  collected and if it was treated,  disposed  of,  or  recycled,  and  the
    20  number  of  participants  in the pilot program compared to the number of
    21  residents within the municipality.
    22    § 2. This act shall take effect immediately and shall  expire  and  be
    23  deemed repealed three years after it shall have become a law.
