submitted in accordance with Assembly Rule III, Sec 1(f)   BILL NUMBER: A5614 SPONSOR: Morinello
  TITLE OF BILL: An act in relation to discontinuing the collection of tolls at the Grand Island bridges in the Niagara section of the New York state thruway   PURPOSE OR GENERAL IDEA OF THE BILL: To direct the Thruway Authority to eliminate the toll at the Grand Island Bridges.   SUMMARY OF PROVISIONS: 1 directs the New York State Thruway Authority shall discontinue the tolls at the Grand Island Bridges in the Niagara section of the Governor Thomas E. Dewey Thruway.   JUSTIFICATION: The Grand Island Bridges are the only way to travel on to and off of Grand Island. This toll is an unjustified tax on residents of Grand Island, who have no other means by which to travel to and from their Grand Island homes. The elimination of the Grand Island Thruway toll will alleviate the traffic congestion and eliminate the wait that commu- ters and other travelers often face. Furthermore, It would serve to improve air quality by reducing the idle time of running automobiles.   PRIOR LEGISLATIVE HISTORY: Reintroduced by the successor   FISCAL IMPLICATION: Decreased state toll revenue.   EFFECTIVE DATE: The bill will take effect on the ninetieth day after it shall have become law.

MORINELLO -- read once and referred to the Committee on Transportation AN ACT in relation to discontinuing the collection of tolls at the Grand Island bridges in the Niagara section of the New York state thruway The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. Notwithstanding any contrary provision of law, the New York 2 State thruway authority shall discontinue the collection of tolls at the 3 Grand Island bridges in the Niagara section of the Governor Thomas E. 4 Dewey Thruway, as such section is described in subdivision 8 of section 5 356 of the public authorities law. 6 § 2.
