  TITLE OF BILL: An act to amend the general construction law, in relation to eliminating daylight savings time; to amend the public service law, in relation to daylight savings time; and to repeal section 2-106 of the administrative code of the city of New York relating thereto   PURPOSE OR GENERAL IDEA OF BILL: To amend the general construction law, in relation to eliminating daylight savings time; to amend the public service law, in relation to daylight savings time; and to repeal section 2-106 of the administrative code of the city of New York relating thereto.   SUMMARY OF SPECIFIC PROVISIONS: Section 1. Section 52 of the general construction law, as amended by chapter 377 of the laws of 1955, is amended to read as follows: § 52. Time, standard. 1. The standard time throughout this state is that of the seventy-fifth meridian of longitude west from Greenwich (,except as hereinafter provided, and all courts and public officers, and legal and official proceedings, shall be regulated thereby).   THE STATE, ACTING UNDER THE EXEMPTION PROVISIONS OF THE UNIFORM TIME ACT OF 1966 (15 U.S.C. SECTION 260A(A)), IS EXEMPT FROM THE PROVISIONS OF THAT LAW THAT ESTABLISHES DAYLIGHT SAVINGS TIME. 2. (At two o'clock ante meridian on the last Sunday in April of each year the standard time throughout this state shall be advanced one hour from that of the seventy-fifth meridian longitude west from Greenwich, and time so advanced shall continue to be standard time throughout this state until the last Sunday in October of the same year, when such stan- dard time, as so advanced, shall be retarded to that of the seventy- fifth meridian west from Greenwich; and during such period in each year all courts and public officers, and legal and official proceedings, shall be regulated in accordance therewith.)   NO DEPARTMENT OR AGENCY OF THE STATE OR OF ANY COUNTY, CITY OR OTHER POLITICAL SUBDIVISION SHALL EMPLOY ANY OTHER TIME OR ADOPT ANY STATUE, ORDINANCE OR ORDER PROVIDING FOR THE USE OF ANY OTHER STANDARD TIME. § 2. Subparagraph (1) of paragraph (b) of subdivision 27 of section 66 of the public service law, as amended by chapter 477 of the laws of 1991, is amended to read as follows: (1) The hours for which such rates are available (for both standard and daylight savings time); § 3. Section 2-106 of the administrative code of the city of New York is REPEALED. § 4. This act shall take effect January 1, 2020.   JUSTIFICATION: Currently the general construction law has been enacted in a purpose of saving energy: One more hour of sunlight in the evening means one less hour of consumption of artificial lighting, however subtle, also has measurable consequences. Americans loose approximately 40 minutes of sleep on the night after the shift, which results in loss of productiv- ity that can cost the economy anywhere up to $434 million a year. In addition, Daylight Savings Time can cause a significant effect on patients, who take scheduled medicines. The time of day or night may sometimes become a significant factor when taking a prescription drug.   PRIOR LEGISLATIVE HISTORY: none   FISCAL IMPLICATIONS: None to the state.   EFFECTIVE DATE: January 1, 2020.

        AN ACT to amend the general construction law, in relation to eliminating

          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:
 
     1    Section 1. Section 52 of the general construction law, as  amended  by
     2  chapter 377 of the laws of 1955, is amended to read as follows:
     3    §  52.  Time,  standard. 1. The standard time throughout this state is
     4  that of the seventy-fifth meridian of longitude  west  from  Greenwich[,
     5  except  as hereinafter provided, and all courts and public officers, and
     6  legal and official proceedings, shall be regulated thereby]. The  state,
     7  acting  under  the  exemption provisions of the Uniform Time Act of 1966
     8  (15 U.S.C. Section 260a(a)), is exempt from the provisions of  that  law
     9  that establishes daylight savings time.
    10    2.  [At  two o'clock ante meridian on the last Sunday in April of each
    11  year the standard time throughout this state shall be advanced one  hour
    12  from  that  of  the seventy-fifth meridian of longitude west from Green-
    13  wich, and the time so  advanced  shall  continue  to  be  standard  time
