The 504 Company

The 504 Company is a national leader in loan approvals for this program and the only certified development company that actively markets the program throughout these three states. The 504 Company, in partnership with lenders, can provide fixed-rate, low down payment financing for the acquisition and/or improvement of owner occupied real estate and equipment.

The 504 Company also administers the SBA Community Advantage program nationally. This program is designed to provide small businesses, ranging from start-ups to seasoned businesses in underserved markets, with more flexible access to capital.

New York Business Development Corporation (NYBDC) is a complement to conventional banking, working in partnership with banks to provide term loans, many of which do not meet the requirements for traditional financing.

Our goal is to be more creative in our underwriting. In many cases, we include multiple participations, SBA guarantees, flexible amortization and long-term payouts.

NYBDC also manages Empire State CDC: The 504 Company. The 504 Company is licensed by the U.S. Small Business Administration (SBA) to provide the SBA 504 Loan Program - a fixed-asset economic development program designed to promote growth and job creation in small businesses & to eligible New York State businesses.

A third component of NYBDC is the Excelsior Growth Fund, a not-for-profit Corporation, whose capital is used to promote the expansion and growth of new and existing businesses located throughout some of the more economically depressed areas in our State.

It also audits county contracts to maintain participation goals for Minority Business Enterprises (MBE) and Women-owned Business Enterprises (WBE), and monitors the county's personnel and hiring procedures to assure compliance with the County's affirmative action plan.

The M/WBE program is designed to assist minority- and women-owned business enterprises in providing goods and services to the hospital. In addition, the program provides workshops and seminars for minority- and women-owned businesses, and assistance with the resolution of problems and complaints relating to the M/WBE process. You do not have to be a certified minority company to do business with the Erie County Medical Center but the certification will improve your chances to participate on various contracts and provide you as the Contractor and ECMC the opportunity to report your utilization to NYS.
