Recreational Trails
Program Grants

NYS Office of Parks, Recreation and Historic Preservation

The New York State Office of Parks, Recreation and Historic Preservation is accepting applications for projects which include the acquisition, new development, renovation development or maintenance of trails or trail related facilities which will further develop projects or goals identified in the Statewide Comprehensive Outdoor Recreation Plan (SCORP). These grants are made available under the Transportation Equity Act for the 21st Century (TEA-21), Recreational Trails Program.

ELIGIBILITY: Private organizations, municipal, state, and federal agencies, Indian tribal governments and other public agencies and authorities may apply.

FUNDING: Grants range from $5,000 to $80,000. Recipients are required to provide at least a 20 percent match to those awards.

DEADLINE: July 30, 1999.

State Agricultural and Farmland Protection Implementation Program

NYS Department of Agriculture and Markets

The New York State Department of Agriculture and Markets announces the availability of funds from the Clean Water/Clean Air Bond Act and the Environmental Protection Fund for farmland protection activities. Priority will be given to projects intended to preserve viable agricultural land; that are in areas facing significant development pressure; and that serve as a buffer for a significant natural public resource containing important ecosystem or habitat characteristics.

ELIGIBILITY: County agricultural and farmland protection boards in counties with a farmland protection plan approved by the Commissioner of Agriculture and Markets and markets or other municipalities which have in place a local farmland protection plan may apply.

FUNDING: It is anticipated that at least $4.5 million will be available for these projects. A match of at least 25 percent of total project costs is required.

Agricultural Nonpoint Source Pollution Control and Abatement Program

NYS Department of Agriculture and Markets

The New York State Soil and Water Conservation Committee announces the availability of Clean Water/Clean Air Bond Act and State Environmental Protection Fund assistance for the planning or implementation of agricultural nonpoint source abatement and control projects. The projects must consist of agricultural assessments, plans or activities that will reduce, abate, control, or prevent nonpoint source pollution originating from agricultural sources.

ELIGIBILITY: Soil and water conservation districts or groups of districts acting jointly are eligible.

FUNDING: It is anticipated that at least $4.5 million will be available for these projects.

Local Assistance Grants

NYS Office of Parks, Recreation and Historic Preservation

The New York State Office of Parks, Recreation and Historic Preservation announces the availability of local assistance grants through the Clean Water/Clean Air Bond Act of 1996 and the Environmental Protection Act of 1993. These grants may be used for the acquisition, development and improvement of parks, historic properties and the Heritage Area System.

FUNDING: Grant recipients must provide at least a 50 percent match.

ELIGIBILITY: Municipalities and non-profit organizations with an ownership interest in the property may apply.

Local Waterfront Revitalization Program Grants

NYS Department of State

The New York State Department of State is soliciting applications from local governments for grants available under Title 11 of the Environmental Protection Fund for local waterfront revitalization projects. Applications will be accepted for the following purposes:
General Local Waterfront Revitalization Program Preparation/Implementation A Local Waterfront Revitalization Program is composed of components that address the wide range of issues that affect the use and enjoyment of waterfront and coastal resources such as: public access, waterfront redevelopment, harbor management, erosion management, habitat restoration, or water quality improvement.
Preparation or Implementation of Intermunicipal Waterbody Management Plan Capital funds are available for water quality improvement, including nonpoint source pollution control and aquatic habitat restoration projects.
Waterfront Redevelopment The Division of Coastal Resources will provide both financial and technical assistance to municipalities to prepare and implement redevelopment strategies for abandoned and underused waterfronts.
Innovative Use of Dredged Materials Projects are requested that demonstrate new, innovative methods of reusing or disposing of dredged material. Community acceptance of the methods must be presented.
Coastal Education and Tourism These grants are available to raise awareness and foster an appreciation of local and regional coastal resources.

ELIGIBILITY: Municipalities located within the State Coastal Area or those located on a designated major inland waterway are eligible.

FUNDING: These are matching grants.

Regional School Improvement Centers

NYS Education Department

The New York State Education Department intends to establish a technical assistance network to support and encourage reform efforts in schools that serve high percentages of poverty students and those that have been identified as needing improvement under the state’s school accountability system. The network will consist of six Regional School Improvement Centers, each of which will be assigned to serve a section of the state.

The specific purpose of the school support system is to provide direct technical support to the following schools: Schools Under Registration Review; schools identified as needing improvement under CR 100.2 (p) or IASA Title I; schools implementing or planning to implement the schoolwide option under Section 1117 (c) of the Improving America’s Schools Act; and schools implementing school reform under the Comprehensive School Reform Demonstration (CSRD) Program.

ELIGIBILITY: Boards of Cooperative Educational Services (BOCES), currently funded Teacher Centers, colleges, and other non-profit educational agencies are eligible.

FUNDING: $3.4 million is available for six centers.

Energy-Efficient Application
of Advanced Materials and Processes

NYS Energy Research and Development Authority

The New York State Energy Research and Development Authority (NYSERDA) invites short proposals that promote development, demonstration, or commercialization of technologies relating to materials processing and application/use. The targeted materials/areas include, but are not limited to: structural materials (metal, ceramic, glass, polymer/plastic, composite, etc.); electrical/electronic materials (semiconductor, superconducter, etc); and specialty materials (nanomaterials, functional coatings, etc.).

The proposed work must be innovative and address processing- or application-related issues such as: development/application/adoption of energy-efficient processing methods; improvement of product yield, quality, or energy-related performance in service; innovative use of new materials in designing energy-efficient products; or other research, development, and demonstration needs.

ELIGIBILITY: New York state companies and individuals are eligible.

FUNDING: NYSERDA will make awards of $50,000 to $200,000 per project up to $750,000.

Energy Efficiency Technical Assistance

NYS Energy Research and Development Authority

The New York State Energy Research and Development Authority is offering a program designed to lower electricity costs by encouraging energy efficiency as the state’s electric utilities move to competition. This program offers co-funded professional help from energy engineers and experts as follows: Feasibility Studies to analyze capital improvements for existing equipment and processes, including waste and environmental considerations; Rate Analysis and Aggregation to prepare to negotiate energy prices and services with independent marketers; and FlexTech Services which provides access to NYSERDA’s 24 pre-selected professional firms to provide customized assistance for energy efficiency measures related to manufacturing, municipal, or building systems.

ELIGIBILITY: Electric customers of Central Hudson, Con Edison, NYSEG, Niagara Mohawk and Orange and Rockland, including businesses and industries, state and local governments, non-profit and private institutions, public and private schools, colleges and universities, multifamily housing, and health care facilities are eligible.

FUNDING: $3 million.

DEADLINES: Feasibility Studies – July 28, 1999; Rate Analysis and Aggregation – July 21, 1999; and FlexTech – ongoing service.

U.S. Department of Health and Human Services

Coordinated Community Response to Prevent Intimate Partner Violence Program

The Centers for Disease Control and Prevention (CDC) announces the availability of fiscal year 1999 funds for a cooperative agreement program for a Coordinated Community Response (CCR) to Prevent Intimate Partner Violence. The purposes of this program are to: 1) enhance community coalitions and coordinated community responses for addressing intimate partner violence; 2) establish or enhance community programs directed at the primary prevention of intimate partner violence and their families; 3) enhance services for victims of intimate partner violence and their families; and 4) evaluate the process and impact of the coordinated community response on addressing, and potentially reducing, intimate partner violence.

ELIGIBILITY: Non-profit community-based organizations focusing on the prevention of intimate partner violence are eligible.

FUNDING: $2.7 million is available to fund approximately 6 awards.

DEADLINE: July 28, 1999.
