Eligibility:  City University.  A certificate or report must be filed with the Office of the State Comptroller, State 
     Director of the Budget, City Director of Management and Budget, Chairman of the Senate Finance Committee
     and the Chairman of the Assembly Ways and Means Committee.

Type of Program and Special Restrictions:  Mandated, required by State law.  Payment of debt issuance 
     and service costs for City University facilities.

Description of Aid:

     Flow of Funds:  State to CUCF.  Monies are provided in conjunction with local share for community college  
       costs.

     Matching Requirement:  State 50%, Local 50% only for community colleges and Medgar Evers which was given 
       senior college status effective July 1, 1994.

     Formula:  Funding for community colleges operating aid is based on a full-time equivalent student formula,   
       community college categorical program aid and senior college funding are not.

     Maintenance of Effort:  Under some circumstances for community colleges aid, NYC is required to maintain  
       prior year contribution levels.
