Agency Mission

The New York State Energy Research and Development Authority (NYSERDA) is responsible for the management of energy research, development and demonstration programs which are funded by assessments on gas and electric utilities. NYSERDA administers Federal grant programs related to energy efficiency and issues tax-exempt bonds on behalf of private energy supply companies for energy improvements. The Authority also carries out the programmatic and regulatory functions of the former State Energy Office. In addition, NYSERDA manages the former nuclear fuel processing plant at West Valley in Cattaraugus County and the Malta Rocket Fuel Area Superfund Site in Saratoga County.

Year-to-Year Change

The Executive proposes an increase of $1,350,000 or 9.7 percent from State Fiscal Year 2000-01.

Legislative Proposals

The Assembly provides $1,900,000 in Petroleum Overcharge Recovery (POCR) funds to be used for energy efficiency and other programs.

The Assembly disagrees with the Governor's decision to assess an annual $150,000,000 System Benefits Charge on the State's utility ratepayers. However, to the extent such a charge is assessed, the Assembly believes monies received should be subject to annual appropriation in the State budget to allow for public scrutiny and accountability over the use of the funds. Therefore, the Assembly creates the State Energy Solutions Account for the deposit of monies received from the Governor's System Benefits Charge. Such monies shall be used for programs and projects that will most effectively address the critical energy issues currently facing the State.
