Agency Mission

The Division of State Police (DSP) is responsible for patrolling the roads and highways outside of major urban centers, and providing investigative police services throughout the State.

Year-to-Year Change

In State Fiscal Year 2001-02 the Executive proposes an All Funds increase of $15,338,600 or 4.1 percent. In addition, the Executive proposes an All Funds State Operations increase of $13,538,600 or 3.7 percent and an All Funds Capital appropriation increase of $1,800,000 or 66.7 percent.

Legislative Changes


Reduce appropriation for CALEA. $(3,150,000)   ST/GEN

The Assembly reduces funding for the Communication Assistance Law Enforcement Act (CALEA) wiretapping technology by $3,150,000 and provides $1,000,000 for this program; these funds shall be allocated pursuant to a chapter of the laws of 2001.


The Assembly eliminates the appropriation for the helicopter retrofit.

Legislative Proposals

The Assembly modifies the Executive's proposal for the Statewide Wireless Network from $47,000,000 to $10,000,000 and provides $37,000,000 to local governments that provide Emergency Wireless Services. The Assembly also provides $1,000,000 to improve police training.

The Assembly provides $500,000 for hand held radios for the investigative unit and for uniformed personnel; $500,000 for the Gun Interdiction Program; $500,000 from the State Police Motor Vehicle Law Enforcement Account for funding to local district attorneys for the purpose of investigating and prosecuting auto-insurance fraud with an emphasis on fraud under no-fault auto-insurance; and $250,000 for testing of additional DNA samples and for adjudicatory services related to DNA.

The Assembly opposes making permanent the Division of State Police authorization of local police officers operating outside their jurisdiction when participating in a task force, and recommends a two-year extension.
