Agency Mission
The Office for Technology was established in law in 1997 and continues the activities of the Governor's Task Force on Information Resource Management. The role of the agency is to help other State agencies and local governments with the selection and implementation of computer equipment and to direct the development of Statewide information resource policies and strategies.
Year-to-Year Change
The Office for Technology budget proposed by the Executive increases by $98,800 over last year. This corresponds with a change in the agency's mission from one of oversight of computer operations at other State agencies to one of operation control over such computer operations.
In addition to the funding found in the Executive Budget request, the Office for Technology will also receive funding over the course of the year from other agencies when the employees and operations of those agencies are transferred to the Office. Funding for these transfers will be provided through Journal Voucher, rather than appropriated transfers, and thus such transfers do not appear in the Executive request. The Assembly proposes taking note of savings related to these transfers and advances recommendations to reduce overall spending attributable to the enhanced efficiencies expected with computer consolidation.

Legislative Proposals
The Assembly proposes that the Office for Technology be required to develop a comprehensive method for accounting for all information technology purchases and related operating expenses and revenues and to track information technology project costs, status and results.
The Assembly proposes that any expenditures made out of the entrepreneurial technology account be used to promote the development and use of new technologies by employees of the State rather than by outside consultants.
The Assembly proposes that the Office for Technology complete a comprehensive study of the existing State information technology infrastructure, operations, staffing and management by October 1, 2000 and that the study be updated every two years.
