Agency Mission

The State Racing and Wagering Board regulates all legalized gambling activities in New York State, except the State Lottery.

Year-to-Year Change

The Executive requests $18,467,300 in total appropriations for the agency. This amount represents an increase of $3,522,693 or 23.6 percent over the prior year. The Executive proposes that the State Racing and Wagering Board be funded entirely from Special Revenue - Other funds in State Fiscal Year (SFY) 1999-2000.

The Assembly denies the Executive request to fund the State Racing and Wagering Board entirely with Special Revenue-Other Funds. The Assembly cuts the Executive's All Funds request by $3,560,000 reflecting a reduction of Special Revenue-Other Funds by $13,488,000. This All Funds reduction represents a savings in fringe benefit costs, and a restoration to the 1998-99 program fund sources.

Legislative Proposals

The Assembly denies the 2 percent tax increase proposed by the Governor on the exotic and super exotic wagering pool used to fund the Special Revenue Fund. The Assembly further denies the use of up to $2 million of this fund at the unspecified discretion of the Board.
