Agency Mission

The three-member Commission on Quality of Care for the Mentally Disabled (CQC) is an oversight agency independent of the State mental hygiene agencies. The CQC employs a staff of 92 to monitor care of persons served by the mental hygiene system, as well as to investigate complaints of abuse and reports of injuries and deaths of persons who are in that system. In addition, the CQC administers the Surrogate Decision-Making Committee program which acts on behalf of persons in the mental hygiene system who are not competent to make medical care decisions for themselves. Federal funds support agency staff and contracts with not-for-profit agencies to implement protection and advocacy programs for the developmentally disabled, persons with mental illness and those with severe disabilities. The agency also conducts provider audits as part of its oversight function which have generated savings for the mental hygiene system.

Year-to-Year Change

The Executive proposes a net All Funds increase of $93,600, or 0.97 percent, to $9,751,600. On an All Funds basis, the State Operations appropriation increases by $93,600, or 1.02 percent. Aid to Localities appropriations are unchanged at $468,000. The State Operations increase is the result of actions that include expansion of the Protection and Advocacy for Individuals with Mental Illness program, annualization of prior year personnel actions, and addition of a program of protection and advocacy for disabled persons dependent on technology.
