Agency Mission

The Department of Audit and Control is responsible for paying the State's bills and payroll. It manages, verifies and reviews State agency financial transactions. The Department also advises and supervises the fiscal affairs of local governments, invests State Funds and is responsible for the administration of the New York State Retirement program for State and many local government employees.

Year-to-Year Change

The Executive requests $168,772,200 for State Fiscal Year 1999-2000, reflecting a net increase of $15,548,100 or 10.15 percent from State Fiscal Year 1998-1999 levels. This increase reflects an increase of $13,676,000 in funding for State Operations, $649,100 for Contingency Appropriations and $1,223,000 in Aid to Localities.

 

Legislative Proposals

The Assembly proposes that the comptroller maintain a centralized list of firms that have been declared non-responsible bidders by State agencies. All agencies would be required to check this list before awarding a State contract.

The Assembly proposes that a centralized accounting of all purchases made against State centralized contracts be maintained so that the total amount of contract purchases can be easily established. It is currently the case that each agency keeps separate accounts of purchases made under centralized contract, so it is nearly impossible to determine the total amount of such purchases.
