Agency Mission
The New York State Courts are established and administered as an independent branch of government pursuant to Article VI of the State Constitution. The cost of operating the courts (excluding towns and village courts) are borne by the State pursuant to the Unified Court Budget Act. The mission of the Unified Court System is to promote the rule of law and to serve the public by providing just and timely resolution of all matters before the courts. The New York State Judiciary carries out its mission through eleven different trial courts, or Courts of Original Jurisdiction, as well as through its intermediate appellate courts and its highest court, the Court of Appeals.
Year-to-Year Change
The Chief Judge recommends a General Fund component of the Judiciary budget, including a request for Court and Agency Operations, employee fringe benefits and Aid to Localities, totaling $1,259,726,040, an increase of $81,210,744 or 6.9 percent over State Fiscal Year (SFY) 1998-99. The requested Judiciary All Funds budget for 1999-2000 is $1,362,356,522 which reflects an increase of $87,203,527 or 6.8 percent over SFY 1998-99.
Specifically, the State Operations budget totals $1,321,819,522, including $1,145,040,848 for Court and Agency Operations and $167,812,674 for fringe benefits. The recommended General Fund component for court operations is $1,097,223,779, an increase of $55,807,296 or 5.4 percent over the 1998-99 adjusted appropriation of $1,041,426,483. General Fund support for fringe benefits is recommended at $161,992,261, an increase of $6,630,448 or 4.3 percent.
As a portion of the proposed increase, the Chief Judge recommends new resources totaling $7.9 million to continue key Judiciary initiatives. The request is directed at meeting specific priority objectives in personnel, technology and equipment areas. These funds focus specifically on four major areas, including the court system's Family-Centered Justice Program, Domestic Violence Program, Housing Court, Civil Justice Program, City Courts and the expansion and improvement of court automation systems and security services.
