Agency Mission

The Higher Education Services Corporation is the centralized processing agency for student financial aid programs in New York State. The agency administers the Tuition Assistance Program, the Federal student loan programs and other State and Federal aid programs.

Year-to-Year Change

The total agency budget of the New York State Higher Education Services Corporation decreased by $135,276,200 or 16 percent from $847,000,000 in 1998-99 to $712,000,000 in the Executive's proposed 1999-2000 budget. The Aid to Localities budget decreased by $135,200,000 over the prior fiscal year, to reflect the Executive recommendation to restructure the Tuition Assistance Program (TAP).

Legislative Proposals

The Assembly recognizes that in order to provide a more coordinated delivery of service between State higher education programs for academic support and financial aid that these services should be merged into one program. The State Education Department (SED) has historically provided oversight on higher education programs throughout the State and continues to be successful at doing so. The Assembly recommends the merging of student higher education programs in the Higher Education Services Corporation (HESC) into SED higher education program.

The Assembly provides $134,000,000 to the Tuition Assistance Program (TAP). This funding will prevent tuition increases for middle income families and keep college affordable for New York’s working families.
