Agency Mission

The mission of the Insurance Department is to regulate the insurance industry to ensure that the interests of insurance consumers and companies are balanced.

Year-to-Year Change

The Executive requests $98,521,000 for SFY 1999-00, a net decrease of $91,800 or 0.09 percent from SFY 98-99. This decrease is the net result of annualization of current year negotiated salary increases and elimination of $1,800,000 in appropriation authority to reflect non-recurring revenues in personal service.

Legislative Changes

Reduce amount available for suballocation to Dept of State for the building code. $(1,599,800) ST/SRO

The Assembly proposal reduces the amount available for suballocation to the Department of State for enforcement, development, and maintenance of the building code.

Eliminate Dept. Motor Vehicles Highway Safety Initiative reappropriation. $(500,000) ST/SRO

The Assembly proposal eliminates the Department of Motor Vehicles suballocation reappropriation for the Highway Safety Initiative.

The Assembly proposal eliminates the Department of Motor Vehicles suballocation for the Highway Safety Initiative.

Legislative Proposals

The Assembly proposal restores the suballocation to the Department of Law for litigation of insurance fraud.

The Assembly plan includes $1,000,000 for restoration of 21 positions, thus enabling the Insurance Department to avoid delays in policy form review and rate contract approvals.

The Managed Care Consumer Assistance Program initiative will provide consumer assistance, counseling and advocacy through community-based agencies for Medicaid, Medicare and commercial managed care groups.

The Independent Office of Public Consumer Advocate will represent and advocate on behalf of the interests of non-business auto and health insurance consumers with respect to rates, rules, regulations and insurance practices.
