Agency Mission

The Department of Public Service (DPS) is the staff arm of the Public Service Commission (PSC) and has the mandate of ensuring that New Yorkers have access to reliable and reasonably priced utility services. The PSC is responsible for regulating rates and services of the State's public utilities, as well as the overseeing the siting of major electric and gas transmission lines and facilities, and ensuring the safety of natural gas and liquid petroleum pipelines. As a result of legislation enacted in 1996, the Department's mandate was expanded to include the oversight and regulation of the cable industry.

Year-to-Year Change

On an All Fund basis, the Governor proposed a decrease of $3,944,200 or 6 percent in appropriations for the Department of Public Service.

Legislative Changes

$(1,000,000)

ST/SRO

The Governor proposes the continuation of an ill-defined initiative from 1998-99 to fund a public outreach campaign regarding the actions of the PSC in the electric industry. The Assembly plan does not support this initiative and reduces funding by $1,000,000 accordingly.

Legislative Proposals

The Assembly provides $725,000 in funding for the Public Utility Law Project (PULP) within the Department of State.
