Agency Mission
The Division of the Lottery is an independent division of the Department of Taxation and Finance, responsible for administering the Lottery games of New York State. The Assembly estimates $4.4 billion in gross sales.
Year-to-Year Change
The Executive requests $108,709,400 for State Fiscal Year (SFY) 1999-2000. This amount represents an increase of $3,404,400 million, or 3.23 percent over SFY 1998-99 levels.

The Lottery's appropriated advertising budget has grown considerably over the past nine years. Given that the Executive directed that the advertisements de-emphasize the "glitz and glamour" of the lottery, advertising expenses should have dropped considerably. Furthermore, the State is saturated with Lottery advertisements at ballparks, diners and in the media -- at some level, advertising saturation reaches a point of diminishing returns and is no longer an effective marketing tool.
Legislative Proposals
The Assembly plan denies all restrictions on the conduct of Quick Draw, including maximum hours, food sales requirements for ABC licensed vendors and the 2,500 square footage requirement for non-ABC licensed vendors.
The Assembly plan denies increased prize payout for instant "Scratch Off" games.
The Assembly plan defers the extension of Quick Draw.
