Agency Mission
The New York State Energy Research and Development Authority (NYSERDA) is responsible for the management of energy research, development and demonstration programs which are funded by assessments on gas and electric utilities. NYSERDA administers Federal grant programs related to energy efficiency, and issues tax-exempt bonds on behalf of private energy supply companies for energy improvements. The Authority also carries out the programmatic and regulatory functions of the former State Energy Office. Finally, NYSERDA manages the former nuclear fuel processing plant at West Valley in Cattaraugus County and the Malta Rocket Fuel Area Superfund Site in Saratoga County.
Year-to-Year Change
On an All Fund basis, the Governor proposed a decrease of $300,000 or 1.7 percent in State Operations appropriations. Capital Projects increased by $300,000 or 2.5 percent.

The Assembly plan provides $2,750,000 in Federal funding for the State’s energy conservation program. This amount reflects the level of Federal grants anticipated to be available during State Fiscal Year 1999-2000.
Legislative Proposals
The Assembly provides $3,000,000 in Petroleum Overcharge Restitution (POCR) funds to be used for energy efficiency and other programs.
