Agency Mission

The New York State Science and Technology Foundation (STF) identifies, promotes and invests in new high technology enterprises that will create new jobs.

The Assembly Jobs Agenda includes the following initiatives within the Science and Technology Foundation:

I. Emerging High Technology Industries - $12,900,000

(a) Working Capital Loan Guarantee Fund

$2,500,000

This fund provides loan guarantees to high tech firms, in order to encourage small business and technological advances.

(b) Centers for Advanced Technology (CATs)

$5,000,000

This will provide support for base restoration to existing CATs, the establishment of new CATs, and micro CATs in regions of New York that now lack a center like the Mohawk and Hudson Valley. In addition incentives grants are provided to existing CATs that conduct innovative research and excel in creating new businesses and jobs. This will further promote economic activity across the State.

(c) Technology Transfer Grants

$3,000,000

These grants invest State Funds in colleges and universities for joint ventures with industry, to meet the research and development needs.

(d) Technology Development Organizations

$1,000,000

These organizations provide additional State matching Funds to leverage the maximum Federal Manufacturing Extension Partnership (MEP) funding possible.

(e) Small Business Investment Research Grants

$1,000,000

These matching grants aid small businesses to continue innovative research projects.

(f) Emerging Industry Grants

$400,000

These grants provide increased levels of operating support to regionally based not-for-profit organizations so they can provide technical assistance for emerging industries.

II. Sustainable Development Initiatives - $1,500,000

(a) Fuel Cell Institute

$500,000

This initiative provides continued support for the Institute for Fuel Cell Development, to accelerate the commercialization of fuel cell research and development through a collaboration of universities, laboratories and the private sector. Creation of this institute provides an arena for the development of a cheaper and more efficient delivery of electricity, which will help all businesses in the State save on energy costs.

(b) Centers for Remanufacturing and Education

This provides support for Centers for Remanufacturing, to assist firms in the design and recovery of products for remanufacturing and to provide skills training assistance in the remanufacturing of products.
