Agency Mission
The Environmental Facilities Corporation (EFC) is responsible for helping local governments, State agencies and private industry comply with State and Federal environmental laws and regulations. EFC provides assistance in the design, construction, operation and financing of air pollution control, drinking water and waste water treatment, and solid and hazardous waste disposal facilities. Historically, the Corporation's largest program has been the Water Pollution Control State Revolving Loan Fund, which provides low-interest rate loans to municipalities to construct water pollution control facilities. Under legislation enacted by Congress in 1996, as well as the 1996 Clean Water/Clean Air Bond Act, the EFC, in conjunction with the State Department of Health, administers the Safe Drinking Water State Revolving Loan Fund.

The Executive proposed a Special Revenue - Other appropriation increase of $33,400, or 0.5 percent for the Environmental Facilities Corporation.
