The 2007 Drinking Water Infrastructure Needs Survey and Assessment prepared by the Environmental Protection Agency and released in 2009, identified a need of $38.7 billion over the next 20 years for the repair, replacement and updating of New York's drinking water infrastructure. In addition, a report prepared by the New York State Department of Environmental Conservation (DEC) and released in March 2008, identified a need of $36.2 billion over the next 20 years for the repair, replacement and updating of New York's municipal wastewater infrastructure. The primary funding sources for infrastructure funding are the Drinking Water State Revolving Fund and the Clean Water State Revolving Fund. The Drinking Water State Revolving Fund (DWSRF) provides low-cost loans and grants to public and private water systems for the planning, design, improvement and construction of water systems, as well as investments for upgrading or replacing infrastructure in order to address federal and or state health standards and prevent future violations. The Clean Water State Revolving Fund (CWSRF) provides low-interest rate financing for the construction of water quality projects including stormwater abatement, combined sewer overflow abatement and energy efficiency measures for wastewater treatment plants and sewer systems. The Federal American Recovery and Reinvestment Act (ARRA) included $520 million in funding for the Clean Water and Drinking Water State Revolving Funds, and a contract deadline of February 17, 2010. The purpose of this hearing is to examine the State's progress in distributing federal stimulus monies for DWSRF and CWSRF.

Oral testimony will be accepted by invitation only. Ten copies of any prepared testimony should be submitted at the hearing registration desk. The Committee would appreciate advance receipt of prepared statements.
