NOTICE OF PUBLIC HEARING


SUBJECT: Continued review of the Mayor and Chancellor's overall reorganization plan, and update on New York City's implementation of the school governance reform plan approved in June 2002.

PURPOSE: To continue review of the Mayor and Chancellor's overall reorganization plan and to receive an update on New York City's compliance with the school governance reform plan approved by the New York State Legislature in June of 2002, including their implementation of the Maintenance of Effort provision.

During the 2002 session the New York State Legislature approved a comprehensive plan to reform the governance structure of the New York City School District. Chapter 91 of the Laws of 2002 significantly restructured the New York City School District by giving the Mayor and Chancellor greater control over the school system and by requiring the city to comply with a strong Maintenance of Effort provision related to the City's own appropriations to the New York City School District.

The Assembly Standing Committee on Education will hear testimony to assess and review New York City's implementation of the school governance law, including their financial contribution to the New York City School District to determine their compliance with the law's Maintenance of Effort provision. The Committee will also continue to review aspects of the overall reorganization plan proposed by the Mayor and the Chancellor.

Persons invited to testify, or who plan to attend, should complete and return the attached reply form.
