LEGISLATIVE ACTION

The Legislature provides an additional $266,920,000 in State support for student financial aid programs administered by the Higher Education Services Corporation (HESC) during the 2003-04 academic year. This includes an additional $262,070,000 in State support for the Tuition Assistance Program (TAP), reflecting a denial of the Executive Proposal to reduce student TAP awards across the board by one-third. In addition, the Legislature provides an additional $4,850,000 in State support reflecting a denial of the Executive Proposal to suspend the granting of new awards for the Regents Health Care Opportunity Scholarships Program, the Regents Professional Opportunity Scholarship Program and the Scholarships for Academic Excellence Program.

Legislative Reductions

The Legislature denies the Executive proposal to create a $11,500,000 State-supported TAP student loan program.

Article VII

The Legislature provides the Higher Education Services Corporation with the authority to allow for up to 30-percent of payments for the Tuition Assistance Program to be made in the next academic year, but prior to August 1st.
