  TITLE OF BILL: An act to amend the education law, in relation to funding for school anti-violence education programs   PURPOSE OR GENERAL IDEA OF BILL: The purpose of this bill is to support school anti-violence education programs.   SUMMARY OF PROVISIONS: Section 1 would add school anti-violence education programs as an allow- able school safety activity under the Omnibus school violence prevention grant program. Section 2 is the effective date.   JUSTIFICATION: The level of gun violence and other forms of violence have reached a stage of crisis in the state of New York. There is a serious threat to the health and quality of life for youth residents ages 18 and under. Funding specifically allocated to support school-based and/or school affiliated anti-gun and antiviolence programs will serve to support youth in areas disproportionately impacted by violence. Specifically, urban areas around the state with the highest rates of poverty and unem- ployment should have funding to provide anti-violence education in their communities.   LEGISLATIVE HISTORY: New bill.   FISCAL IMPLICATIONS: Undetermined.   EFFECTIVE DATE: This act shall take effect on the same date and in the same manner as chapter 529 of the laws of 2023, takes effect.

        AN ACT to amend the education law, in relation  to  funding  for  school
          anti-violence education programs

          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:
 
     1    Section 1.  Paragraph a of subdivision 1 of section 2814 of the educa-
     2  tion law, as amended by chapter 529 of the laws of 2023, is  amended  to
     3  read as follows:
     4    a. School safety activities. Programs eligible for funding pursuant to
     5  this  section  may  include,  but  not be limited to: (i) safe corridors
     6  programs; (ii) diversity programs;  (iii)  collaborative  school  safety
     7  programs with law enforcement agencies or community-based organizations;
     8  (iv)  metal  detectors,  intercom  and  other intra-school communication
     9  devices and other devices to increase school security and the safety  of
    10  school personnel and students; (v) programs which facilitate and promote
    11  community  involvement  in  school  facility planning; [and] (vi) school
    12  anti-violence education programs; and  (vii)  other  programs  including
 
         EXPLANATION--Matter in italics (underscored) is new; matter in brackets
                              [ ] is old law to be omitted.

     1  comprehensive  school-based intervention models, approved by the commis-
     2  sioner, that reduce violence and improve  school  safety.  Comprehensive
     3  school  based  intervention models shall coordinate with and collaborate
     4  with  other  services  currently  being provided in the school district,
     5  incorporate appropriate  school  violence  prevention  and  intervention
     6  services, and coordinate appropriate funding sources to ensure the effi-
     7  cient delivery of services. Such comprehensive school-based intervention
     8  models  shall  also  include provisions for the involvement of teachers,
     9  parents, school administrators in the development and implementation  of
    10  the  program,  a  detailed  statement  identifying  specific performance
    11  goals, a proposed timetable for implementation and achievement  of  such
    12  goals  and  specific  assessment  methods  which will be used to measure
    13  student and school progress.  For purposes of this section, school anti-
    14  violence education programs shall include school-based or school  affil-
    15  iated  programs  that  are operated by nonprofit organizations during or
    16  after the school day and  provides  evidence-based  trauma  support  and
    17  group  counseling  for youth impacted by gun violence, anti-gun violence
    18  education, or youth empowerment programming for students impacted by gun
    19  violence, and shall only be deemed eligible if  such  programs  identify
    20  measurable  objectives  and  specific  assessment methods, and shall not
    21  include any program that uses firearms for training or demonstration  in
    22  such program.
    23    §  2.  This  act  shall  take  effect on the same date and in the same
    24  manner as chapter 529 of the laws of 2023, takes effect.
