  TITLE OF BILL: An act to amend the highway law, in relation to designating a portion of the state highway system as the "SP4 Herman Emil Anders, Jr. Memorial Bridge"   PURPOSE OR GENERAL IDEA OF BILL: Designates a portion of the state highway system as the SP4 Herman Emil Anders, Jr. Memorial Bridge"   SUMMARY OF PROVISIONS: Section 1. The highway law is amended by adding a new section 344-p to read: Portion of the state highway system to be designated as the "SP4 Herman Emil Anders, Jr. Memorial Bridge". All that portion of the state highway system constituting the bridge on state route 79, crossing over the Chenango river and connecting the town of Greene, county of Chenan- go, with the town of Fenton, county of Broome, shall be designated and known as the "SP4 Herman Emil Anders, Jr. Memorial Bridge". Section 2. Requires the Commissioner of Transportation to provide for the installation and maintenance of the signage for the bridge renaming. The renaming of this bridge shall be ceremonial in nature, and therefore the official name of such bridge will not be changed as a result of this act. Section 3. Effective date.   JUSTIFICATION: On December 30, 1965 Herman Emil Anders, Jr. joined the US Army as an SP4 assigned to the A Company, 3rd Platoon, 3rd Battalion, 22nd Infantry where he received numerous medals such as the Bronze Star, Purple Heart, National Defense, Military Merit, Gallantry Cross with Palm. He earned the medals for his heroism in connection with military operations serv- ing as part of the Artillery Battery of the 4th Infantry Division against a hostile force. While in Vietnam, SP4 Anders distinguished himself as serving as a Team Leader on a combat operation. There, he exposed himself to highly accurate small arms attack and rocket fire to point out enemy targets while directing his unit to withdraw to the secondary position. SP4 Anders engaged several enemy soldiers before being overwhelmed by enemy forces. SP4 Anders displayed bravery and devotion to duty while keeping with the highest traditions of military service. At the request of the Town of Greene, that a portion of the state highway system be known as the "SP4 Herman Emil Anders, Jr. Memorial Bridge" in honor of his heroism and sacrifice for our Country.   PRIOR LEGISLATIVE HISTORY: New bill.   FISCAL IMPLICATIONS FOR STATE AND LOCAL GOVERNMENTS: To be determined.   EFFECTIVE DATE: This act shall take effect immediately.

        AN ACT to amend the highway law, in relation to designating a portion of
          the state highway system as the "SP4 Herman Emil Anders, Jr.  Memorial
          Bridge"
 
          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:
 
     1    Section 1. The highway law is amended by adding a new section 344-p to
     2  read as follows:
     3    § 344-p. Portion of the state highway system to be designated  as  the
     4  "SP4  Herman  Emil Anders, Jr. Memorial Bridge". All that portion of the
     5  state highway system constituting the bridge on state route 79, crossing
     6  over the Chenango river and connecting the town  of  Greene,  county  of
     7  Chenango, with the town of Fenton, county of Broome, shall be designated
     8  and known as the "SP4 Herman Emil Anders, Jr. Memorial Bridge".
     9    §  2. The commissioner of transportation shall provide for the instal-
    10  lation and maintenance of adequate signing of the state  highway  system
    11  as  designated  pursuant  to  section one of this act. However, to avoid
    12  confusion and to limit any possible disruption of commerce,  the  desig-
    13  nation  called  for  pursuant to section one of this act shall be one of
    14  ceremonial nature and the official name of  such  bridge  shall  not  be
    15  changed as a result of this act.
    16    § 3. This act shall take effect immediately.
