  TITLE OF BILL: An act to amend the highway law, in relation to designating a portion of the state highway system as the "Assemblyman Pat M. Casale Memorial Highway"   PURPOSE OR GENERAL IDEA OF BILL: To rename a portion of the state highway system constituting state route 40 to be designated and known as the "Assemblyman Pat M. Casale Memorial Highway."   SUMMARY OF PROVISIONS: All that portion of the state highway system constituting state route forty beginning at the intersection of state route 40 and Carvers Lane, continuing in a generally northerly direction, and terminating at the intersection of state route 40 and Warren Lane in the town of Schaghti- coke, county of Rensselaer, shall be designated and known as the "Assem- blyman Pat M. Casale Memorial Highway".   JUSTIFICATION: Pat Casale was a uniquely beloved and accomplished public official. He served the people of Rensselaer, Albany, Saratoga, Greene and Columbia Counties in the Assembly for seven terms. He was known for his biparti- san approach with his colleagues and genuine connection with his constituents, especially his neighbors in Troy and Rensselaer County. On the Troy City Council, Pat founded the city's Flag Day Parade and was instrumental in the construction of the famous Uncle Sam Monument. He served as Mayor of Troy and later as Rensselaer County Clerk, where his leadership ensured residents accessed efficient government services. He was also a U.S. Army veteran who served in the Korean Conflict. He received many civic honors, including the Uncle Sam Citizen of the Year Award, the LaSalle Institute Distinguished Alumni Award, the Brun- swick Lincoln Award, the Father Flanagan Award, and the Lansingburgh Boys and Girls Club's Frank P. Kennedy Award. Naming a portion of state route 40 for Pat is a fitting tribute for a man The Albany Times Union called "one of the Capital Region's most popular politicians," a characterization supported by his electoral success, the endurance of his friendships and the depth of his kindness.   PRIOR LEGISLATIVE HISTORY: New bill.   FISCAL IMPLICATIONS: Minimal.   EFFECTIVE DATE: Immediately.

          tee on Transportation -- recommitted to the Committee  on  Transporta-
          tion in accordance with Assembly Rule 3, sec. 2
 
        AN ACT to amend the highway law, in relation to designating a portion of
          the  state  highway  system as the "Assemblyman Pat M. Casale Memorial
          Highway"

          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:
 
     1    Section 1. The highway law is amended by adding a new section 345-c to
     2  read as follows:
     3    §  345-c.  Portion of the state highway system to be designated as the
     4  "Assemblyman Pat M. Casale Memorial Highway". All that  portion  of  the
     5  state  highway  system  constituting  state route forty beginning at the
     6  intersection of state route forty and  Carvers  Lane,  continuing  in  a
     7  generally  northerly  direction,  and terminating at the intersection of
     8  state route forty and Warren Lane in the town of Schaghticoke, county of
     9  Rensselaer, shall be designated and known as  the  "Assemblyman  Pat  M.
    10  Casale Memorial Highway".
    11    §  2. The commissioner of transportation shall provide for the instal-
    12  lation and maintenance of adequate signing of the state  highway  system
    13  as  designated  pursuant  to  section one of this act. However, to avoid
    14  confusion and to limit any possible disruption of commerce,  the  desig-
    15  nation  called  for  pursuant to section one of this act shall be one of
    16  ceremonial nature and the official name of such  highway  shall  not  be
    17  changed as a result of this act.
    18    § 3. This act shall take effect immediately.
