  TITLE OF BILL: An act to amend chapter 329 of the laws of 2015 amending the vehicle and traffic law relating to the residential parking system in the village of Dobbs Ferry in the county of Westchester, in relation to making such provisions permanent   PURPOSE: The purpose of this bill is to remove the sunset date for the Village of Dobbs Ferry's residential parking permit system, thereby making the system permanent.   SUMMARY OF PROVISIONS: Section 1 of the bill amends Section 3 of chapter 329 of the laws of 2015, removing the sunset date established in the 2020 Budget and extending the residential parking system in the village of Dobbs Ferry permanently. Section 2 is the effective date.   JUSTIFICATION: The Village of Dobbs Ferry encompasses approximately 3 miles, has over 11,000 residents, and contains an MTA-operated railroad within its boun- daries. This station attracts a large number of commuters and travelers from outside the village, resulting in significant traffic and congestion. The residential neighborhood adjoining the station lacks sufficient off-street parking. Dobbs Ferry's residential parking permit system has successfully alleviated parking problems for the village's residents living near the station. Making this residential parking peiinit system permanent will continue reducing the traffic burden for nearby residents and minimizing traffic hazards, congestion, air pollution, and noise pollution.   LEGISLATIVE HISTORY: 2020 - S75088, Part XXX, Subpart B, Item PPP; Chapter 58 2017 - S4418A (Stewart-Cousins);Chapter 240 2015 - S5187 (Stewart Cousins);Chapter 329   FISCAL IMPLICATIONS: None to the State.   EFFECTIVE DATE: This act shall take effect immediately.

        AN ACT to amend chapter 329 of the laws of 2015 amending the vehicle and
          traffic law relating to the residential parking system in the  village
          of  Dobbs  Ferry  in  the county of Westchester, in relation to making
          such provisions permanent

          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:
 
     1    Section  1. Section 3 of chapter 329 of the laws of 2015, amending the
     2  vehicle and traffic law relating to the residential  parking  system  in
     3  the  village  of Dobbs Ferry in the county of Westchester, as amended by
     4  section 1 of item PPP of subpart B of part XXX of chapter 58 of the laws
     5  of 2020, is amended to read as follows:
     6    § 3. This act shall take effect on the sixtieth  day  after  it  shall
     7  have  become  a  law [and shall expire on January 1, 2025 when upon such
     8  date the provisions of this act shall be deemed repealed].
