  TITLE OF BILL: An act to amend chapter 19 of the laws of 2009, amending the vehicle and traffic law and other laws relating to adjudications and owner liability for a violation of traffic-control signal indications, in relation to extending the provisions of such chapter   PURPOSE OR GENERAL IDEA OF BILL: To reduce motor vehicle crash fatalities, injuries, and property damage caused by motorists' failure to obey traffic signals by extending the expiration date of the program to December 1, 2029.   SUMMARY OF SPECIFIC PROVISIONS: The bill authorizes the County of Nassau to continue a local law estab- lishing a 5 year demonstration program to impose monetary liability on the owners of motor vehicles for an operator's failure to comply with traffic-control indications within the County. The current law author- izes the County of Nassau to install and operate traffic-control signal photo violation-monitoring devices at no more than one hundred inter- sections within such County at any one time. The current law provides for the form of the evidence of liability and its availability for inspection in adjudicatory proceedings, require- ments for the information to be contained in notices of liability ("NOLs") and the method for delivery to owners alleged to be liable. Requirements relating to the adjudication process are also provided.   JUSTIFICATION: Installing Red Light Cameras at intersections with a high traffic acci- dent rate in the County has served to prevent accidents and save lives. The installation of Red Light Cameras has acted as a deterrent for driv- ers from running red lights due to costs incurred when the driver is caught on camera. Placement of cameras in the County has resulted in safer streets. Red Light Cameras have a strong track record of reducing traffic acci- dents by as much as 80% at intersections where they are installed creat- ing a safer environment for all according to studies done across the nation. The goal of the red-light camera program is to change driver behavior thereby creating safer streets.   PRIOR LEGISLATIVE HISTORY: This bill extends a program which was first authorized in 2009.   FISCAL IMPLICATIONS: None to state.   EFFECTIVE DATE: This act shall take effect on the thirtieth day after it shall have become a law and shall expire December 1, 2029.

        AN ACT to amend chapter 19 of the laws of 2009, amending the vehicle and
          traffic law and other laws relating to adjudications and owner liabil-
          ity for a violation of traffic-control signal indications, in relation
          to extending the provisions of such chapter

          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:
 
     1    Section  1. Section 10 of chapter 19 of the laws of 2009, amending the
     2  vehicle and traffic law and other laws  relating  to  adjudications  and
     3  owner  liability  for a violation of traffic-control signal indications,
     4  as amended by section 3 of part TT of chapter 58 of the laws of 2019, is
     5  amended to read as follows:
     6    § 10. This act shall take effect on the thirtieth day after  it  shall
     7  have  become  a  law;  provided, however, that sections three, eight and
     8  nine of this act shall expire December 1, [2024]  2029  when  upon  such
     9  date  the  provisions  of  [this  act]  such  sections  shall  be deemed
    10  repealed; [provided that the amendments to paragraph  a  of  subdivision
    11  5-a of section 401 of the vehicle and traffic law made by section one of
    12  this  act shall be subject to the expiration and reversion of such para-
    13  graph pursuant to section 17 of chapter 746 of  the  laws  of  1988,  as
    14  amended,  when  upon such date the provisions of section two of this act
    15  shall take effect;] provided that the amendments to  the  opening  para-
    16  graph  and paragraph (c) of subdivision 1 of section 1809 of the vehicle
    17  and traffic law made by section four of this act shall be subject to the
    18  expiration and reversion of such subdivision pursuant to chapter 166  of
    19  the  laws  of  1991,  as  amended, when upon such date the provisions of
    20  section five of this act shall take effect; provided, however, that  the
    21  amendments  to the opening paragraph of subdivision 1 of section 1809 of
    22  the vehicle and traffic law made by section five of this act  shall  not
    23  affect  the  expiration  of such subdivision and shall expire therewith;
    24  provided, however, that the amendments to subdivision 2 of  section  371
    25  of the general municipal law made by section seven of this act shall not
    26  affect  the  expiration  of  such  section and shall be deemed to expire

     1  therewith; and provided, further, that any such local  laws  as  may  be
     2  enacted  pursuant to this act shall remain in full force and effect only
