TITLE OF BILL:
An act to amend the highway law, in relation to designating a portion of
the state highway system as the "CW2 Casey N. Frankoski Memorial Bridge"
 
PURPOSE:
To name a bridge in the city of Rensselaer after CW2 Casey N. Franko-
ski.
 
SUMMARY OF PROVISIONS:
Section 1 amends the highway law to rename the bridge, located on Wash-
ington Avenue (bridge number 1092600) which crosses over 1-90, to the
"CW2 Casey N. Frankoski Memorial Bridge."
Section 2 of the bill provides for installation and maintenance of
signage. Section 3 sets the effective date to immediately.
 
JUSTIFICATION:
Chief Warrant Officer 2 ("CW2") Casey N. Frankosi of the New York Army
National Guard was patrolling the US-Mexico border near La Grulla, Texas
when a tragic helicopter crash took her life on March 8, 2024. Deployed
to Texas in October 2023, she was part of the federal government's
border security mission.
CW2 Frankoski enlisted in the New York Army National Guard in October
2016. She was appointed as a warrant officer in 2019 and trained to
become a UH-60 Black Hawk helicopter pilot. She was promoted to the rank
of warrant officer 2 in 2021.
CW2 Frankoski deployed to Kuwait from November 2018 to September 2019
with Detachment 5, Company C, 2nd Battalion, 245th Aviation Regiment.
The unit flies the Army's C-12 transport aircraft.
CW2 Frankoski's military awards include the Army Commendation Medal, the
Army Achievement Medal, the National Defense Service Medal, the Global
War on Terrorism Service Medal, the Global War on Terrorism Expedition-
ary Medal, the Army Service Ribbon, the Armed Forces Service Medal, the
Non-Commissioned Officer Professional Development Ribbon, the Armed
Forces Reserve Medal, the Basic Aviator Badge, and the Basic Aviation
Badge.
She is a graduate of Columbia High School, where she excelled both in
academics and sports. She is also a graduate of Schenectady County
Community College, where she attained an associate's degree in social
science.
The renaming of the bridge on Washington Ave in the city of Rensselaer
would be a fitting tribute to a hero who we will always be remembered
for her great selflessness and bravery.

AN ACT to amend the highway law, in relation to designating a portion of
the state highway system as the "CW2 Casey N. Frankoski Memorial
Bridge"
The People of the State of New York, represented in Senate and Assem-bly, do enact as follows:
1 Section 1. The highway law is amended by adding a new section 344-p to
2 read as follows:
3 § 344-p. Portion of the state highway system to be designated as the
4 "CW2 Casey N. Frankoski Memorial Bridge". The bridge located on Washing-
5 ton Avenue, designated as bridge number 1092600, which crosses over
6 interstate ninety, in the city of Rensselaer, county of Rensselaer,
7 shall be designated and known as the "CW2 Casey N. Frankoski Memorial
8 Bridge".
9 § 2. The commissioner of transportation shall provide for the instal-
10 lation and maintenance of adequate signing of the state highway system
11 as designated pursuant to section one of this act. However, to avoid
12 confusion and to limit any possible disruption of commerce, the desig-
13 nation called for pursuant to section one of this act shall be one of
14 ceremonial nature and the official name of such bridge shall not be
15 changed as a result of this act.
16 § 3. This act shall take effect immediately.
