  TITLE OF BILL: An act to amend the social services law, in relation to child care provider registration and training   PURPOSE: The purpose of this bill is to reduce administrative burdens and compli- ance costs for child care programs in order to expand the availability of child care for families.   SUMMARY OF PROVISIONS: Section I. Amends paragraph (a) of subdivision 2 of section 390 of the social services law to increase the time frame of license validity for child day care and group family child care programs from four to six years. Section 2. Amends clause (A) of subparagraph (ii) of paragraph (d) of subdivision 2 of social services law to increase the time frame of registration validity for child day care centers and group family day care programs from four to six years. Section 3. Sets the effective date.   JUSTIFICATION: Child care providers in New York State operate under comprehensive regu- lations promulgated by the New York State Office of Children and family Services (OCFS). While maintaining existing health and safety oversight standards administered by OCFS is important, the frequency of costly and time-consuming renewal applications, documentation submissions, and related compliance procedures can become burdensome, especially for smaller child care providers. Extending the licensure and registration time period promotes operational stability and reduces regulatory burden. In order expand the availability of child care for families in New York, it is important to reduce administrative burdens and compli- ance costs for child care programs.   LEGISLATIVE HISTORY: New bill.   FISCAL IMPLICATIONS:   EFFECTIVE DATE: This bill would take effect one year after enactment.
