  TITLE OF BILL: An act to amend the environmental conservation law, in relation to providing a fishing license exemption for disabled persons that do not live in a group home   PURPOSE OR GENERAL IDEA OF BILL: To allow people with disabilities the ability to more easily enjoy the therapeutic value of fishing and the outdoors   SUMMARY OF PROVISIONS: Section 1. Amends the Environmental Conservation Law to allow any person who is sixteen years or older to take fish frogs as if they held a fish- ing license. Section 2.
