  TITLE OF BILL: An act to amend the education law, in relation to contracts for excel- lence; and to amend a chapter of the laws of 2022 amending the education law relating to the contract for excellence in a city school district in a city having a population of one million or more inhabitants, as proposed in legislative bills numbers S. 9460 and A. 10498, in relation to the effectiveness thereof   PURPOSE OR GENERAL IDEA OF THE BILL: The purpose of this bill is to clarify provisions of Chapter 556 of the Laws of 2022 related to contracts for excellence.   SUMMARY OF PROVISIONS: Section 1 of the bill delays implementation of a class size reduction plan in the New York City School District from September 2022 to Septem- ber 2023 with full compliance of class size targets required by Septem- ber 2028 instead of September 2027. The school district and collective bargaining units representing teachers and principals would be required to begin developing a plan in September 2022. This section also clari- fies that the New York City School District must annually submit a report to the Commissioner of Education on class size reduction compli- ance on or before November 15 with the first report due November 15, 2023. In addition, the submission date for the financial impact state- ment would be moved from November 15, 2024 to November 15, 2025. Section 2 of the bill amends the effective date. Section 3 of the bill is the effective date.   JUSTIFICATION: Chapter 556 of the Laws of 2022 required the New York City School District to establish a class size reduction plan to be fully imple- mented by September 2027. This bill amends Chapter 556 to provide the district more time for the development and implementation of such plan, as well as the submission of required reports.   PRIOR LEGISLATIVE HISTORY: New bill.   FISCAL IMPLICATIONS: None.   EFFECTIVE DATE: This act shall take effect immediately; provided that the amendments to clause (A) of subparagraph (ii), clause (G) of subparagraph (iii) and subparagraph (v) of paragraph (b) of subdivision 2 of section 211-d of the education law made by section one of this act shall take effect on the same date and in the same manner as a chapter of the laws of 2022 amending the education law relating to the contract for excellence in a city school district in a city having 'a population of one million or more inhabitants, as proposed in legislative bills numbers S.9460 and A. 10498, takes effect.
