  TITLE OF BILL: An act to amend the public authorities law, in relation to capital program plans   PURPOSE OR GENERAL IDEA OF BILL: Relates to changing the date of submission of the capital program plan to the capital program review board.   SUMMARY OF PROVISIONS: Amends section 1269-b of the public authorities law to So that each MTA capital program plan is submitted the CPRB a year before it will take effect except in 2024 when the submission date is May 1.   JUSTIFICATION: This bill would move up the date by which the MTA is required to submit its five-year capital plan to the capital program review board (CPRB). Currently, public authorities law requires the authority to submit the plan every fifth year by October first, in preparation for every five- year capital plan. This bill would move up the date to require such submission on or before May 1, 2024, and then January 31 every fifth year there-after. For the MTA's upcoming 2025-2029 capital plan and every following plan, this bill would require the plan to be provided to the CPRB during the legislative session. This shift would allow for a longer period for the public to voice concerns and allow the legislature to have more of a constructive input in the MTA's five-year capital plans.   PRIOR LEGISLATIVE HISTORY: A.11094 of 2017-18; A3383B of 2019-20; A931 of 2021-22   FISCAL IMPLICATIONS FOR STATE AND LOCAL GOVERNMENTS: TBD   EFFECTIVE DATE: Immediate.
