  TITLE OF BILL: An act allowing for the creation of a joint police department for the towns of Webb and Inlet   PURPOSE OR GENERAL IDEA OF BILL: Allowing for the creation of a joint police department for the towns of Webb and Inlet.   SUMMARY OF PROVISIONS: Section 1: provides the towns of Inlet and Webb the authority to estab- lish a joint police department. Section 2: requires the proposal estab- lishing a joint police department to be put to a referendum vote; and, upon passage of a referendum, the governing bodies of the towns would have to meet jointly to establish local laws and rules for operation of the district. Section 3: authorizes the joint department to own property previously held by individual departments. Section 4: requires new department to honor all contractual obligations. Section 5: details provisions for dissolution of joint department. Section 6: effective date.   JUSTIFICATION: The towns of Inlet and Webb cover a large geographically diverse area, but with such a small population it is difficult to provide efficient and effective service. As the two towns are in different counties, state law does not allow for the formation of a joint department; thus, this legislation is necessary to specifically authorize these two communities to establish a single joint department that would be better positioned to provide police service to the communities.   PRIOR LEGISLATIVE HISTORY: 2018/2019-A10970 held in local governments 2019/2020-A4836 held in local governments 2021/2022-A2227 referred to local governments   FISCAL IMPLICATIONS FOR STATE AND LOCAL GOVERNMENTS: None to the State   EFFECTIVE DATE: Immediate.
