TITLE OF BILL:
An act to amend the judiciary law, in relation to requiring the chief
administrator of the courts to submit an annual report on the Drug
Treatment Court Program
 
PURPOSE OR GENERAL IDEA OF BILL:
This bill would require all New York State owned and operated parking
facilities to install a set amount of electric vehicle charging
stations.
 
SUMMARY OF SPECIFIC PROVISIONS:
Sec. 1- adds a new section 201-b to the executive law requiring the
installation of electric vehicle charging stations in state owned and
operated parking facilities and would provide a definition of "parking
facility" for the purposes of this section; sets forth requirements for
the amount of electric vehicle charging stations or total charging
capacity that must be installed respective to the number of parking
spaces within the parking facility;
Sec. 2 - effective date
 
JUSTIFICATION:
Widespread electric vehicle adoption is key for realizing our state's
climate goals under the Climate Leadership and Community Protection Act
and is called for in our state's Climate Scoping Plan. Electric vehicles
are also proving to be more economical to power, and their cost has come
down considerably. The number of alternative fuel vehicles on the road
in both New York State and across the country has increased considerably
over the past decade. Plug-in electric vehicles (those that are powered
by an electric fuel cell and can be recharged) are increasingly in
demand, however it's unclear if the pace of EV adoption will happen as
quickly as our state climate action plan assumes. The number of people
who are able to switch from fossil fuel powered cars to EVs will depend
significantly on the availability, reliability and accessibility of
public EV charging infrastructure throughout our state.
It is our duty as a national leader in renewable energy to provide the
citizens of this state, as well as its many visitors, with proper
resources for them to recharge their vehicles. This bill will encourage
plug-in EV adoption by individuals who were previously concerned with
charging station limitations within the state, and will boost the econo-
my through increased sales of plug-in EV's.
