  TITLE OF BILL: An act to amend the public health law, in relation to the pregnant and birthing persons health crisis and establishing two centers of pregnant and birthing persons and childcare services; and to repeal title 3 of article 25 of such law relating to the control of midwifery   PURPOSE: To establish a plan to address the severe maternal morbidity crisis in parts of the state.   SUMMARY OF PROVISIONS: Section 1 provides the title of the act as the "Chisholm Chance Acr, Section 2 repeals Title 3 of Article 25 of the public health law and includes legislative findings, establishes SONY Downstate and Lincoln Hospital in the Bronx as centers of maternal and child care services to help address the severe maternal morbidity crisis, and outlines fiscal appropriations for implementation. Section 3 provides the effective date.   JUSTIFICATION: In New York, severe maternal morbidity constitutes a maternal health crisis that poses a serious threat to the health and quality of life of many women and children. New York is among the bottom third of states for the number of pregnancy-related deaths, with women of color dying at a rate three and one-half times more than other women. The highest rates of severe maternal morbidity occur in two counties, Kings and the Bronx, with the highest rate occurring in north and central Brooklyn. This is a disgrace that requires the establishment of a plan to address the severe maternal morbidity crisis.   LEGISLATIVE HISTORY: S2898A/A4017A of 2023-24: Amended and Recommited to Health.
