  TITLE OF BILL: An act to amend the environmental conservation law, in relation to defining the term crossbow   PURPOSE OR GENERAL IDEA OF BILL: This bill will establish a standardized definition of a crossbow in relation to the law and advancement in technology.   SUMMARY OF PROVISIONS: Section 1: adds subdivision 33 to section 11-0103 of the environmental conservation law to add the definition of a crossbow. Section 2: establishes the effective date.   JUSTIFICATION: This definition is necessary to clarify what constitutes a crossbow pursuant to the latest crossbow technology. Crossbows fitting this definition are currently available for sale and can be more easily used by elderly hunters. It is important to keep elderly hunters engaged in the sport due to the overpopulation of deer and need to reduce their numbers. There is a direct correlation between vehicle-deer accidents and vehicle insurance premiums.   PRIOR LEGISLATIVE HISTORY: 2023/24: A.2491 2021/22: A.1102 2019/20: A.10749   FISCAL IMPLICATIONS FOR STATE AND LOCAL GOVERNMENTS: None.   EFFECTIVE DATE: This act shall take effect on the ninetieth day after it shall have become a law.
