MEMORANDUM IN SUPPORT OF LEGISLATION
submitted in accordance with Assembly Rule III, Sec 1(f)   BILL NUMBER: A6381 SPONSOR: Palmesano
  TITLE OF BILL: An act to amend the environmental conservation law, in relation to educating the public about the health and environmental impacts of lithium-ion batteries for electric vehicles, and the manufacturing ther- eof   PURPOSE OR GENERAL IDEA OF BILL: Educates the public about the health and environmental impacts of lithi- um-ion batteries for electric vehicles, and the manufacturing thereof.   SUMMARY OF SPECIFIC PROVISIONS: Section 1 amends the Environmental Conservation Law (ECL) to encourage the education of the public about the health and environmental impacts of lithium-ion battery use and manufacture, such as toxicity, contam- ination, and the consequences and causes of lithium-ion battery fires. Section 2 provides the effective date.   JUSTIFICATION: This legislation is necessary due to the fact that the electric vehicle (EV) mandates and incentives which are being aggressively driven by such legislation as the Climate Leadership and Community Protection Act (CLCPA) have failed to adequately consider the health and environmental impacts of the lithium-ion batteries required for EV operation. This legislation is intended to bring about public education and awareness about the various environmental and health impacts associated with lithium-ion battery use and casualties, in order to facilitate and ' encourage informed decision-making by the public when considering vehi- cle purchases.   PRIOR LEGISLATIVE HISTORY: A.4848 - held in environmental conservation   FISCAL IMPLICATIONS FOR STATE AND LOCAL GOVERNMENTS: To be Determined.   EFFECTIVE DATE: Immediately.
